COURSE OBJECTIVE

The ComSIM Simulation for Local Councils” aims at providing managers with a shared experience to develop capabilities to create optimal operational focus, to structure organisational effort and manage for results in local council matters.

South Africa: Fully compliant with key 2009/10 matters such as Implementation of changing legislation (i.e. Municipal Property Rates Act), ring fencing electricity sales with view of regional distribution and harmonised rates, installation of pre-paid water/electricity meters (incl. non-payment management), implementing GAAP accounting principles, capacity protection (including scheduled maintenance), consultation with residents and other stakeholders

TARGET GROUP

OBJECTIVES

1. To enhance the business awareness, knowledge and skills of participants (business acumen)

2. To provide specific skills in managing South African local councils (revenue generation, implementing new laws, project management, arrears management, rates, GAAP principles, governance, etc)

3. To enhance the importance of sound decision-making, taking responsibility and executing projects

4. To enhance the leadership skills of participants in a practical business application

1. Advanced business environment simulation (software). The software generates real scenarios that have to be dealt with through planning, decisions to be taken, implementation and control, performance measurement, accountability, governance

2. Budgeting toolset

3. Management statements, analysis and development of solutions to deal with problems

4. Financial statements (Income statement, cash flow statement, balance sheet)

5. Performance Management Toolset (Performance Scorecard)

6. Audio-visual aids

7. HBDI thinking styles integration (optional)

8. Smaller and larger group work (4-5 persons; primary work).

9. Small group presentations to stakeholders

EXPECTED OUTCOME

1.   Participants will learn to create optimal focus with respect to:

-      Council level strategy, planning, implementation and control

-      Interpreting management and performance reports as well as to manage the resultant influence on the financial performance of the council.

-      Teams, team dynamics and creating effective teams through leadership

-      Self Insight and – management

-      Initiating change and managing transitions
